Abstract

Six-Month Review | Clean Value Chain Explorer | NZIPL | Internal Intelligence Platform integrating four core datasets (Clean Industrial Base, Predicted Competitiveness, Bilateral Trade, Domestic Firm Capabilities) into a unified analytical backbone for clean industrial policy research.

1 Purpose

This document provides a structured review of work completed during the first six months, followed by current priorities and a forward-looking strategic roadmap.

Over this period, my work evolved from delivering a deployable Clean Value Chain Explorer (CVCE) into constructing an internal comprehensive intelligence platform on clean industrial policy combining at least four integrated datasets. The objective is institutional consolidation: building a durable analytical and infrastructure backbone for NZIPL’s clean industrial policy research agenda.

The goal is to build a global trade model that tracks the movement of technologies, components, and natural resources through the global economy along the product space of clean value chains, either as a sequential function (raw material, processed material, product component, process equipment, …) in the upstream-midstream-downstream positions of the value chain or along the tech tree (or dendrite). This will enable us to assess the impacts of green industrial policy, trade policy, interest rates, quotas, etc. on trade, material flows, and aggregate economic indicators. It will help identify the best opportunities for global supply chain cooperation that benefit all countries. It will also provide inputs into ongoing discussions about the rules that are necessary to structure competition and cooperation between countries.

5 Datasets

370 HS6 product codes across 10 clean technologies and four value-chain stages (Upstream → Midstream → Downstream → Final Product). Codes are mapped to BACI via a WCO concordance ladder, extending time series back to 1995.

BACI bilateral trade (CEPII), filtered to NZIPL Green Dictionary codes. Covers 1995–2023, ~200 exporters × importers.
